The Heian period to the Fujiwara shogunate was the transition of power between the emperors of japan to the gangs of enemies that took them over. While the gangs were in charge the emperors did not control anything so they started painting and doing a lot of art. The Fujiwara shogunate simply fell because of another shogunate rising to power.
